The 'unemployment' subcategory of 'expenses' consists of all costs identified with unemployment distributions. These numbers are found on 'The Statement of Activities' in each state's Comprehensive Annual Financial Report (CAFR).
The US Census Bureau defines unemployment expenses as follows:
"Unemployment compensation expenditure – Comprises payments made to beneficiaries under basic provisions of unemployment compensation programs and special program payments, such as for extended benefits triggered by economic conditions."
