The revenues that a government raises are broadly categorized as either general revenues or program revenues. General revenues are those that have not been allocated and therefore, may be used for any purpose. This includes all tax revenue, investment earnings, and grants, contributions, and royalties not restricted to a specific program. General revenues are reported below and netted with the net (expense) revenue of the government’s programs and functions.
