The revenues that a government raises are broadly categorized as either general revenues or program revenues. Program revenues are those that are directly derived from a specific program or function of government. These numbers are found on "The Statement of Activities" in each state's Annual Comprehensive Financial Report (ACFR), and they are separated into the following categories:
1. Charges for services
2. Operating grants and contributions
3. Capital grants and contributions
