According to WalletHub, this Tax Burden as Share of Income measures the "exact proportion of total personal income that residents pay toward state and local taxes. ... To determine which states’ residents bear the biggest tax burdens, WalletHub’s analysts compared the 50 states across the three tax types that make up state tax burden — property taxes, individual income taxes, and sales and excise taxes — as a percentage of total personal income in the state." 

The Tax Burden Ranking shows how each state then ranks on a scale from 1-50 with one being the state with the highest tax burden and 50 being the lowest. For more information see their Methodology, which states that data used to create this ranking were collected from the Tax Policy Center.
